The NATO-led force in Afghanistan has begun handing over responsibility for security to Afghan forces in a few key areas. On Saturday, the Bundeswehr will make the transition in Mazar i Sharif, the site of its largest military base there. And Foreign Minister Guido Westerwelle has already arrived in Afghanistan.
