Is cash aid the best solution to African famine?

In 2011, the worst drought in 60 years hit the Horn of Africa - with more than 12 million people needing assistance. Although the region has now seen some rain, the food crisis is expected to persist for many months to come. Aid agencies have tried various solutions, including relief food and mobile nutrition clinics. Some NGOs now hand out cash instead of food to people in need.
