European leaders say they are making progress at crunch talks aimed at ending the euro debt crisis. They're gathered in Brussels for the first of TWO summits -- with a follow-up coming on Wednesday. Two pieces of the puzzle appear to be falling into place -- with agreement on strengthening European banks and cutting Greece's mountain of debt. But the third big piece -- how to boost the bailout fund -- is still up in the air.
