European Union environment ministers have agreed to impose carbon dioxide emissions curbs on airlines from 2012 as part of the fight against climate change. Under the agreement, air traffic within Europe, and international traffic departing or arriving in the EU, will be included in Europe's emissions trading system. The airlines and the US government have criticized the plans. Environmentalists say it doesn't go far enough.
