Everyone ELSE is being told to cut back. But the European Commission has asked for a BOOST in spending in the E-U's 20-12 budget. The request could lead to heated debate, at a time when the bloc's cash-strapped states are all being forced to implement extensive austerity measures to ward off the debt crisis.
