Chancellor Angela Merkel is under increasing pressure. Foreign governments want Germany to do more to counter the financial crisis. At the same time, however, she faces a challenge from her pro-business coalition partner; the FDP rejects the financial transaction tax proposed by Merkel. The levy would serve to restrict speculation against the euro.
