A treaty banning cluster bombs comes into force

Today -- August 1st, 2010 -- a treaty banning cluster bombs comes into force. UN Secretary General Ban Ki-moon says it highlights the world's collective revulsion for what he calls "these abhorrent weapons." But: the treaty is being shunned by the likes of China and Russia, as well as by the US and Israel -- both of whom are known to possess huge stockpiles of cluster bombs.
